This is simply a crime of theft, but it seems that there are more people in Japan who get sexually aroused by the used underwear of the opposite sex than in other countries. The majority of the perpetrators are men, but there are rare cases where women steal men's underwear. Most of the damage is overwhelmingly on balconies, followed by indoors, dressing rooms in public facilities, and laundromats.
