What's more, if you're a stranger who isn't a family member, a lover, or a friend, there's nothing wrong with that.
Suppose I sneeze while shopping. Everyone, from the store clerk to the other customers, doesn't talk to you and you won't notice much. Because that is normal in Japan.
Of course, when my family and friends sneeze, I sometimes say a word. Isn't it rude because you don't call out? A culture where you don't have to call out separately? I wonder.
By the way, sneezing is called "sneezing (くしゃみ,Kusyami)" in Japanese.
So let's say you sneeze if you have friends or acquaintances from Japan in your country. Don't worry so much if the Japanese don't say "Bless you" at that time. I'm not used to that kind of culture. Remember if you like.
